Note the similarity of the large buildings. Helicopters really do fly very close to the vicinity of JPL and they actually do land in a similar location as shown on the old picture in relation to the buildings. But the copters are working with the Angeles National Forest and only land next to JPL by coincidence. And there are no JPL shuttle trains, only shuttle buses to the parking lots. Even so, they still look remarkably similar. The building style at JPL could very well date from the 1950's-60's so it's maybe not too surprising.
